Algorithmic Bias: A Local Human Rights Perspective

Brittny Saunders, Deputy Commissioner for Strategic Initiatives at the NYC Commission on Human Rights, will share insights from her experience working on issues of discrimination linked to algorithmic tools. Saunders will discuss the Commission's mission and jurisdiction, the agency's early efforts to explore the application of local human rights protections in this area and her work as co-chair of the NYC Automated Decision Systems Task Force, which was convened to develop a process for reviewing the City's use of automated decision systems (ADS).

Brittny Saunders is Deputy Commissioner for Strategic Initiatives at the NYC Commission on Human Rights (“Commission”). At the Commission, Brittny manages projects related to racial justice, the intersection between human rights and emerging technologies and other topics along with key inter-agency partnerships. Before joining the Commission, Brittny worked for the Office of the Mayor, most recently as Acting Counsel to the Mayor. Prior to that, as Deputy Counsel to the Mayor, Brittny played a central role in the Office’s broadband equity efforts, working to ensure affordable access to high-speed internet for residents of the five boroughs. Brittny also helped craft legislation barring discrimination on the bases of credit and criminal history in the employment context, codifying the Commission on Gender Equity (“CGE”), limiting cooperation between local law enforcement and federal immigration authorities and addressing other important challenges facing the city. Before joining local government, Brittny worked for the Center for Popular Democracy (“CPD”), where she was Supervising Attorney for Immigrant Rights and Racial Justice, driving work related to policing, legal services for detained immigrants and coalition building across Black and Brown communities. Prior to that, Brittny was Senior Advocate at the Center for Social Inclusion (now “RaceForward”), where she pushed for racially just disaster and emergency, broadband and transportation policies. Brittny was a 2010 Fellow in Media, Information & Communications Policy with the Rockwood Leadership Institute, a 2018 Wasserstein Public Interest Fellow at Harvard Law School and, in 2019, a member of the inaugural class of Senior Fellows in Residence at the Rappaport Center for Law and Public Policy at Boston College Law School. She has an A.B. in sociology from Harvard College and a J.D. cum laude from Harvard Law School.
